If:- secret sessions were forbidden in Congress and all votes had to be published- Congress members had to publish records of their financial holdings and sources of income- Overriding a presidential veto required an absolute majority instead of a 2.3 majority- A watchdog agency were set up to supervise gatherings of the FBI and CIA- The president had only 30 days as Commander-in-Chief in an emergency without consulting anyone- All presidential papers had to be available upon request of CongressJust a brief opinion will help. No. Too many National Security weaknesses.Also, the veto override would bully a President who is only in a slim minority in the Senate...it would be easier for the majority to toe the line than get a few in the minority party to have to buck the decision of their President.
